In this paper, we identify policy options for the Government of the Northwest Territories for generating social benefits from natural resource projects. The paper supported both executive and legislative decision-making.

Although resource-rich countries are routinely advised to diversify their economies, little evidence exists on the drivers of economic diversification success. In this paper we link an appraisal of the academic and policy knowledge base with new empirical methods and measurements, leading to new indicators of diversification success.
